Arizona Requirements of A Real Estate Appraiser.
In Arizona, all real estate and home appraisals must be executed by an appraiser that is licensed or certified by the State of Arizona. Generally there are three levels of real property appraisal classifications including a licensed residential appraiser, a certified residential appraiser and a certified general appraiser. A minimum number of hours of education and training is required by the State of Arizona for each appraisal classification. The mission of the Arizona Board of Appraisal is ensuring that all appraisers meet the minimum education, experience and examination criteria set by an Appraiser Qualification Board. A real estate appraisal must be an impartial, unbiased estimate of what a a buyer might expect to pay or what a seller may expect to receive for the sale/purchase of real property. Both buyer and seller must be informed with the most accurate estimated value of the true value of the subject real estate property.
Purpose of A Property Appraisal.
The responsibility of a licensed or certified appraiser is evaluating an Arizona property to arrive at unbiased opinion of its real estate value applying both objective criteria. The appraiser must inspect the property paying close attention to specific features and factors including number and types of rooms, square footage, location, environmental concerns and other criteria including defects that impact the value of the subject property.
Once an appraiser analyzes the subject property or home, the appraiser can apply two or three appraisal approaches to determine its value. Typically those approaches would involve a cost approach, a sales comparison analysis and/or and income approach in the case of rental real estate.
Generally an appraiser will combine the information from all applied approaches to finalize an estimated value of the property. It is important to point out that an estimated appraised value is the best indication of real estate value, but in fact does not represent a stipulated sales price. It is only a guideline so all parties can make their own informed decisions where the parties include a buyer, a seller and a mortgage lender. Each will apply their own mitigating factors to make final decisions.
